Built-Up Roofing on the Buildings the Steel Mills Left Behind

Tar-and-gravel built-up roofing is the oldest system we work on in this valley, and it's still under a surprising number of downtown Youngstown and Warren buildings that date back to the steel industry's peak decades. We don't treat BUR as a relic to be replaced on sight - plenty of it is still doing its job, and understanding which ply is failing matters more than assuming the whole system is done.

Why So Much of It Is Still Up There

Built-up roofs installed during the mill era were often overbuilt by today's standards, with more plies of felt and heavier gravel ballast than a modern spec would call for. That's part of why some of these roofs have outlasted the buildings' original purpose. On former mill-adjacent office buildings in Struthers and Campbell, and older commercial blocks in downtown Youngstown, we still find BUR systems from decades back that are patched but structurally sound underneath the surface wear.

Some of these roofs have been re-topped or resurfaced more than once without a full tear-off, which means what looks like a single roof from the ground can actually be a stack of repair generations, each one from a different decade with its own materials and workmanship. Sorting out which layer is doing the real waterproofing work is often the first real task on an inspection, before any recommendation gets made.

Reading a Multi-Ply System From the Top Down

A built-up roof is a stack - base sheet, multiple felt plies set in hot asphalt, and a gravel or mineral surface on top. When we inspect one, we're checking each layer separately rather than judging the whole system by surface condition alone. Surface gravel can look rough while the plies underneath are still bonded and watertight, or the gravel can look intact while a lower ply has already separated. We probe rather than guess.

What Actually Fails First on an Old BUR Roof

  • Flashing at parapet walls, especially on buildings that have had multiple unrelated repairs layered over decades
  • Alligatoring of the top asphalt layer from UV and thermal cycling, which signals the surface coat is past its life even if lower plies hold
  • Blistering where trapped moisture between plies expands and contracts with temperature swings
  • Drain bowls and lead flashing at penetrations, often replaced piecemeal over the roof's life with inconsistent materials
  • Ridging along felt laps where thermal movement has stressed the seams over enough winters

Recover, Coat, or Replace

An old BUR roof usually presents three paths, and we walk owners through all three rather than pushing toward the most expensive one by default. A silicone coating can extend a sound BUR system's life if the plies underneath are still bonded and dry. A cap sheet recover works if the surface is too far gone but the deck and lower plies are solid. Full tear-off and replacement is the honest answer once moisture has gotten into the insulation or deck, and we don't recommend a coating or recover over a roof we know is holding water underneath.

The decision usually comes down to what we find when we cut a small test section and look at the plies directly. Bonded, dry felt with intact asphalt between layers tells a very different story than felt that separates when lifted or asphalt that's gone brittle and cracked. We show owners what we find in that test cut, rather than asking them to take our word for a recommendation they can't see for themselves.

Working Around Rooftop Equipment on Older Buildings

Many BUR roofs downtown and near the old mill sites have had decades of mechanical equipment added piecemeal - HVAC units, vent stacks, satellite mounts - each with its own flashing detail installed at a different time by a different crew. Those accumulated penetrations are usually where we find the most active leaks, more often than the open field of the roof itself.

Access for equipment servicing adds its own wear pattern too. A rooftop that's had HVAC technicians walking the same path to a unit for twenty years often shows compressed and worn gravel or asphalt along that route, well before the rest of the field shows comparable age. We note those traffic patterns during inspection because they tend to predict where the next repair will be needed, in addition to where the last one was.

Questions About Built-Up Roofing

Is a built-up roof always past its service life if it's decades old?

No. Age alone doesn't tell the story - we've found mill-era BUR systems still sound underneath surface wear, and newer ones already failing from a bad install.

Can a silicone coating fix a leaking built-up roof?

Only if the leak is from surface degradation and the plies underneath are dry. A coating over trapped moisture won't solve the underlying problem.

Why does my BUR roof have bubbles in the surface?

That's usually blistering from moisture trapped between plies expanding under heat, and it's worth having probed rather than left alone.

How do you tell if a BUR roof needs a full tear-off?

We probe the deck and insulation for moisture. If it's wet, a recover or coating won't hold, and tear-off becomes the honest recommendation.

Do older BUR roofs need different maintenance than newer single-ply roofs?

Yes, gravel surfaces and multi-ply flashing details need different inspection points than a single-ply membrane, so we adjust our maintenance checklist accordingly.
